How can we account for the complex and non-linear processes behind the modernization of Buenos Aires? This book shows that, through the relationship between plans and projects, it is possible to revisit some of the changes in the ways of thinking about and acting upon the city during the cycle of metropolization. Plans, rather than utopian or imaginary, are considered political-technical proposals that condense representations, as they refer to forms of management and to desired images of cities and societies. Projects, for their part-fragments of those broad and comprehensive visions-are reconstructed time and again across long urban temporalities; they sometimes materialize as the result of a controversial web of circulating and translated models, competing actors, and enabling conditions. In this context, the book analyzes the alternatives proposed by official plans-the Centennial Master Plan, the 1925 Plan of the Commission of Building Aesthetics, and the proposals of the Municipal Urban Planning Office from the 1930s-in relation to the implementation of three major projects that structured Buenos Aires. From these histories of the city and of urbanism, Alicia Novick sheds light on the ways in which remnants of utopias, fragments of models, and traces of political decisions shaped the territory of the modern city.
¿Cómo dar cuenta de los procesos complejos y poco lineales que estuvieron por detrás de la modernización de Buenos Aires? El libro muestra que, a través de la relación entre planes y proyectos es posible revisar algunos de los cambios en los modos de pensar y operar sobre la ciudad en el ciclo de la metropolización. Los planes, más que utópicos o imaginarios, son considerados como propuestas político-técnicas que condensan representaciones, pues refieren a formas de gestión y a imágenes de ciudades y sociedades deseadas. Por su parte, los proyectos, fragmentos de esas visiones amplias e integrales, reconstituidos una y otra vez en las largas temporalidades urbanas, a veces se materializan, como resultado de un controvertido entramado de modelos que circulan y se traducen, de actores en disputa y de condiciones de posibilidad. En ese contexto, se analizan las alternativas de los planes oficiales -el Nuevo Plano del centenario, el Plan de la Comisión de Estética Edilicia de 1925, las propuestas de la Oficina municipal del Plan de Urbanización de la década de 1930- en relación con la puesta en marcha de tres grandes proyectos que estructuraron Buenos Aires. Desde esas historias de la ciudad y del urbanismo, Alicia Novick ilumina las modalidades según las cuales residuos de utopías, fragmentos de modelos, restos de decisiones políticas fueron configurando el territorio de la ciudad moderna.
