In the 1960s Purmamarca a town located in the province of Jujuy, Argentina used to be visualized as a "marginal" and "hidden" town in relation to the structuring axis of the Quebrada (Qº) of Humahuaca which is conformed by the National Route 9 and the -now deactivated- General Belgrano National Railway. Reason why it was preserved from tourism -compared to other centers in that region-. In 1971, Municipal Ordinance Nº 006 designated the town of Purmamarca and its surrounding areas as a tourist reserve sector. It was proposed that the "orchard city" order was to be maintained. With the beginning of the XXI century this "marginal", "hidden" and "orchard city" became one of the epicenters of tourism in the province of Jujuy and was characterized as a "boutique village". At the same time, the Qº de Humahuaca was declared Heritage of Humanity by UNESCO (2003). How was the territorial transformation process that led Purmamarca from being a "marginal", "hidden" and "orchard city" to be identified as a connected iconic "boutique village" of the Qº of Humahuaca? This book seeks to answer this question by examining the material and symbolic transformations that are manifested within a context of patrimonialisation and touristification of the Qº de Humahuaca. On the one hand, regional dynamics which illuminate the relations of the global to the local and the collision between the communal, municipal, provincial, national and international were analyzed. On the other hand, the variations and alternatives of the architectures and urbanism in Purmamarca were studied in this transition from "orchard city" to "boutique village". Patrimonialization starts when you select an element or event to give it value. This activation occurs in a scenario of negotiations involving power relations between different social actors from which a whole set of objects only some of it is granted legitimacy. Touristification refers to the production process of a tourist destination through symbolic and material practices. However, patrimonialisation consists of an instance of symbolic valuation and an economic valuation that results from the actions promoted by tourism in relation to heritage considered as a resource. Thus, both processes are mutually reconstructed, tourism gives legitimacy to the heritage, while it merchandising and, paradoxically, puts at risk the assets to preserve and the habitants of that territory. Purmamarca was constructed as a case study that allows to analyze in depth its significant characteristics. This is an exploratory case which enables a qualitative approach. The paradoxes and contradictions surrounding these processes are at the center of several debates, and the changes of the new generation challenge the knowledge and methodologies of different disciplines. In relation to the latter, several strategies were proposed methodologically. An observation, survey and intentional and interpretative drawings were made, which were enriched with other sources in order to get to know the cultural context and the social structure that has produced and has been affected by the territorial transformations. In order to define the temporal cut, to know how Purmamarca was and how it changed, 1991 was taken as a starting point - coincident with the map drawn up under the census of that year -, prior to its touristification and patrimonialisation. The cycle was closed in 2014 when the field survey was completed. While this is the privileged temporal cut scale of the study, the longer temporalities required to account for certain processes that allow the recent changes to be restored from a historical perspective were not ignored. From this research work it was observed that Purmamarca became one of the privileged destinations of the region and a significant landmark within the UNESCO heritage. There it was concentrating infrastructure to receive the visitors and went dismantling its rural landscape. Throughout this process, they were displaced from Purmamarca and settled in two new places that were created and constituted after the declaration of the UNESCO. This material process was accompanied by symbolic changes, such as the formation of Cerro de Siete Colores de Purmamarca as one of the emblematic landscapes of the Q° of Humahuaca, Jujuy and Argentina. In relation to these new representations, a new generation of tourist facilities destined to a segment of the market with high purchasing power led Purmamarca to be characterized as a boutique town. In these changes is present the tension that arises between tourism and heritage. The good to be preserved for its heritage value is materially and symbolically transformed in order to receive the visitors that go there to know the authentic heritage.
En la deÌcada de 1960, Purmamarca (Provincia de Jujuy, Argentina) soliÌa describirse como un pueblo "marginal" y "escondido" en relacioÌn con el eje estructurador de la Quebrada (Qº) de Humahuaca que estaÌ conformado por la Ruta Nacional N° 9 y el-ahora desactivado-Ferrocarril Nacional General Belgrano. Motivo por el cual se lo reconociÌa conservado del turismo -comparado con otros centros en esa regioÌn-. En 1971, la Ordenanza Municipal Nº 006 declaroÌ al pueblo de Purmamarca y sus zonas aledanÌas como sector de reserva turiÌstica y se propuso que se mantuvieran las huertas dentro de la ciudad. Con el comienzo del siglo XXI, esta "ciudad huerta", "marginal" y "escondida" se convirtioÌ en uno de los epicentros del turismo en la provincia de Jujuy y se caracterizoÌ como un "pueblo boutique". Al mismo tiempo, la Qº de Humahuaca fue declarada Patrimonio de la Humanidad por la UNESCO (2003). ¿CoÌmo fue el proceso de transformacioÌn de Purmamarca, de pueblo "marginal", "escondido" y una "ciudad huerta" a un lugar conectado e icoÌnico, a esta suerte de "pueblo boutique" de la Q° de Humahuaca? El presente libro busca responder a esta pregunta mediante el examen de las transformaciones materiales y simboÌlicas que se manifiestan en un contexto de patrimonializacioÌn y turistificacioÌn de la Qº de Humahuaca. Por un lado, se analizaron las dinaÌmicas regionales que iluminan las relaciones de lo global a lo local y la colisioÌn entre lo comunal, lo municipal, lo provincial, lo nacional y lo internacional. Por otro lado, se estudiaron las variaciones y alternativas de las arquitecturas y el urbanismo en Purmamarca en esta transicioÌn de "ciudad huerta" a "pueblo boutique". La patrimonializacioÌn comienza cuando selecciona un elemento o evento para otorgarle valor. Esta activacioÌn ocurre en un escenario de negociaciones que involucran relaciones de poder entre diferentes actores sociales, asiÌ, de todo un conjunto de objetos solo a algunos se les concede legitimidad. La turistificacioÌn se refiere al proceso de produccioÌn de un destino turiÌstico a traveÌs de praÌcticas simboÌlicas y materiales. Asimismo, la patrimonializacioÌn consiste en una instancia de valoracioÌn simboÌlica y una valoracioÌn econoÌmica que resulta de las acciones promovidas por el turismo en relacioÌn al patrimonio considerado como recurso. AsiÌ, ambos procesos se reconstruyen mutuamente, el turismo legitima el patrimonio, al tiempo que lo promociona y, paradoÌjicamente, pone en riesgo los activos para preservar y los habitantes de ese territorio. Purmamarca se constituyoÌ como un caso de estudio exploratorio, que permite un enfoque cualitativo analizando en profundidad sus caracteriÌsticas significativas. Las paradojas y contradicciones que rodean a estos procesos estaÌn en el centro de varios debates, y los cambios de la nueva generacioÌn desafiÌan el conocimiento y las metodologiÌas de diferentes disciplinas. En relacioÌn con este uÌltimo, metodoloÌgicamente fueron propuestas varias estrategias, se realizoÌ relevamiento in situ, encuestas y charlas informales y dibujos intencionados e interpretativos enriquecidos con otras fuentes para conocer el contexto cultural y la estructura social que ha producido y se ha visto afectada por las transformaciones territoriales. Para definir el corte temporal, a fin de saber coÌmo era Purmamarca y coÌmo cambioÌ, se tomoÌ como punto de partida 1991, coincidente con el mapa elaborado en el censo de ese anÌo, antes de su turificacioÌn y patrimonializacioÌn. El ciclo se cerroÌ en 2014 cuando se completoÌ el trabajo de campo. Si bien esta es la escala de corte temporal privilegiado de estudio, no se ignoraron las temporalidades maÌs largas requeridas para explicar ciertos procesos que permiten restaurar los cambios recientes desde una perspectiva histoÌrica. A partir de esta investigacioÌn se observoÌ que Purmamarca se convirtioÌ en uno de los destinos privilegiados de la regioÌn y un hito importante dentro del patrimonio de la UNESCO. ConcentroÌ infraestructura para recibir a los visitantes y fue desmantelando su paisaje rural. A lo largo de este proceso, fueron desplazados purmamarquenÌos que se establecieron en dos nuevos aglomerados creados y constituidos despueÌs de la declaratoria de la UNESCO. Este proceso material estuvo acompanÌado de cambios simboÌlicos, como la construccioÌn del Cerro de Siete Colores como uno de los paisajes emblemaÌticos de la Q° de Humahuaca, de Jujuy y de la Argentina. En relacioÌn con estas nuevas representaciones, una nueva generacioÌn de instalaciones turiÌsticas destinadas a un segmento del mercado con alto poder adquisitivo llevoÌ a Purmamarca a ser caracterizada como un "pueblo boutique". En estos cambios estaÌ presente la tensioÌn que surge entre el turismo y el patrimonio. En este contexto, el bien a preservar por su valor patrimonial se transforma material y simboÌlicamente para recibir a los visitantes que van alliÌ para conocer el patrimonio auteÌntico.
